It's something that would buckle under his chin, like a pilot's cap with the top cut off. Weird choice for a headband, but I guess they had to make it look unique for Neji :p

Actually it's like a harness (and that's what I call it dammit, so don't laugh) like on a bicycle helmet (without the helmet part). It is actually seperate from the headband. And well, *somethings* gotta hold the bandages in place...
