you see, akako was one of chihiro's first friends, in fact her second and her first crush

chihiro met him when she was about 12/3 after katsu had found out he wasn't the only member of his village and when he herd she was his sister, he got it into his head that she would kill him at any minute, which slowly made him crack and turn insane

(yeah, thats the reason he's a psycho XP) so he started genso for protection. he decided to watch chihiro for any weaknesses and when he found out that she was very protective of akako he sent some members of genso to abduct akako.

(well he is a psycho) he figured that she wouldn't hurt him so he put the 8-tails in akako and changed his memories using his kamigan.

(i keep trying to tell you, thats not katsu thats my favourite teddy DB) a few years later after he had trained akako he sent him after chihiro (after she left akatsuki and was working as a mercenary) and chihiro didn't want to fight him
