By looking at the blue marks on her face, this is probably Skuld, from Ah! My Goddess. Though she is much prettier in this picture! Unlike her usual playful self

But Skuld has this like little hole in her diamond thing.. and this angle doesn't.. it could be a very,very good fanart.
