Yes "she" is.. You probably know that Naruto can change in to a girl with his "sexy no jutsu" or "oiroke no jutsu" or whatever.. but the thing is that he is called "Naruko" when he is a girl.. because in japanese they can add "ko" in the end of name to mean "childish" or "girl".. So for example girl-Sasuke would be "Sasuko"..and sorry my shitty english.. hope you understood..
