Haku's mother's family was wiped out so she married his father who DIDN'T have the bloodline. The Hyugas are one of the strongest clans in Konoha so they need to keep it going.

Um either way the bloodline got passed down....so I don't see the difference...look,a bloodline limit got passed down even though there was only one parent with it.All I'm SUGGESTING is that there isn't a need to have TWO parents to receive the kekkai genkai and the NaruHina and NejiTen is possible.
