You buy everything from the street merchant in the village center,and you give them to several people.You will date them twice.This includes Hinabi. If you unlock her you unlock the 4th too.

I just don't get it why do people insist on hating her?

Well in the beginning the only thing about her that stood out was her chakra control and intelligence. She didn't really have many seen jutsu other than her inner self and that was mainly for comedy. However now that she's studying under Tsunade, and is given a more defining purpose other that to chase Sasuke; I'm sure she'll gain alot more popularity.
