i dont think anny one would jus go and kill there best friends to get more power, you have to be like itachi to do something like that, so maby there only was tree -total- that has ever made it to mangekyu sharingan, and kekkei genkai means blod limit so yes evry one had the sharingan but not every one may have had the mangekyu version of it... Tobi seems to be "nicer" then the average atkatsuki member, i guess it will show up later on in the series since there all out to hunt down these atkats...

i know which sharingan u r talking about...it's like a different type of mangekyu.and by using the eye, kakashi can use a technique which appears to collapse space in around a focus point and reduce it to nothingness. so r u saying that kakashi didn't "create" that mangekyu, but obito did, or might have? then maybe tobi does know mangekyu, but he didn't get it by killing his best friend, but it's a different type of mangekyu *ponder,ponder*
