Long(ish) explanation: every member has the gene for the Kamigan, but only Chihiro (and Mikoto but her gene isn�t that strong which is why she has 6 spokes and half blonde hair) had the strong enough gene to be able to activate it (black hair is a sign of this) so when Katsu�s sister brought him back to life she made the gene strong enough to be activated, which is why his hair is black and he can activate the Kamigan. With time he could learn to activate up to 9, but no more because he wasn�t born with it.
